Proposals to Rules Congress 2004
A final list of proposals has been drawn up and
will be voted on by delegates representing Member Nations at Congress to be
held one day prior to the opening of the World Men's Open Championships, in
Capetown RSA. November 9th.We ask delegates on behalf of their Members to
carefully study items numbered 1 - 2 - 9 -10 -11 - 14 - 20, which may be
found under Technical Committee Newsletter on the IPF Web Site.
Scoreboard
As mentioned on many occasions, the lack of a
clearly visible and readable scoreboard by all who attend a championships is
still a major cause of concern by the Technical Committee. The projected
computerised image is the modern method, and excellent, but should be large
and of high brilliance.
We implore Meet Directors to take heed. It is
in their interest to see that the spectators can follow the championships.
Perhaps some form of penalty should be levied if
scoreboards fall short of the requirement. The Executive Committee and
Disciplinary Committee have been informed of our intention !
Logos
Referees please note:-
The Executive Committee of the IPF at a meeting
in June decided that logos measuring no more than 10 cm X 4 cm / 4" X 1 1/2"
displayed by Commercial Manufacturers of for e.g. "off the shelf"
non-supportive costumes and T. Shirts will not now need to be masked /covered
with tape.

of examinations, wishes to inform candidates for the Category One Exam that
at least three months notice must be given and the set criteria followed as
under Qualifications for a Category One Referee item ( g ) IPF Technical
Rules.
New Support Shirt
Titan Support Systems have forwarded their new
SHP ( Super Hi-Performance ) Bench Shirt for Committee sanction. It meets
all IPF specification, and will be added to the list of approved equipment.
Questions e:mailed to the Chairman
Q If I cut the back out of my support shirt and
replace it with a material that would make it easier to put on, and remove.
Would it still be a legal shirt.
A No, defacing an approved shirt from one of
our licensees would make it illegal. Tightening, letting out, or neat
repairs only.
Q My lift was failed because I forgot to remove
the thumb loop of the wrist wrap from my thumb. There was no jury to
protest to. Should it have been called a "NO LIFT " for this reason.
A No. It is the duty of the referees to see
that the lifter is properly attired ( within the rules ) before the start
signal is given.
Q Why is it necessary to make a total to
achieve a record on an individual lift.
A Lifters are expected to be team players.
Only by making a total will they gain team points.
Q My bench shirt was refused because the
examining ( gear check ) referees thought that the shirt was too long i.e.
covering the buttocks. Should it have passed.
A Yes. This rule only applies to the shirt (
Erector ) when worn while performing the squat.
Q There is a lifter wishing to lift in a three
lift meet, who needs to wear a( because of a slight disability ) lower leg
brace. Is it legal.
A Yes. As in the bench press rule for the
disabled. The lifter must weigh in wearing the brace and follow the rules
of competition.
Q Can a lifter be granted a fourth attempt for
a World Record attempt at an Open Championships which is not an Open Record,
but may be a Sub-Junior, Junior, or Masters Record.
A No, under WORLD RECORDS item 5
----- he may at the discretion of the Jury
or the Chief Referee in the absence of a Jury, be granted a fourth attempt
outside the Competition.
i.e. Records for which belong to the
Competition / Championships in which he is competing.
