Referee's Registration
Referee Registrar Goran Gunnarsson is in the
process of preparing the registration forms for the period 2004 to 2007. They
will be sent to all National Federations. One to be completed for each
referee. The fee is still as it has been for the past 25 years or so - - 30
Euros or the equivalent. Forms to be returned to :-

New Bench Shirts
Inzer Advanced Designs have produced two new bench
shirts which have met with the approval of the Technical Committee, and have
been added to the list. They are named The Wrath and The Rage.
Back in the USA
All credit to Denis Brady and his team for staging
the successful recent Open Women's World in Chicago. The first full IPF meet
in the USA since 1984. It was efficiently run, and a pleasure to be back - -

IPF General Secretary Resignation
The Technical Committee are saddened to hear of
the resignation of IPF General Secretary Heiner Koeberich. We wish him well,
and also to his successor during the interim (at least until the November
elections) Detlev Albrings.
Scales
Although not specific in the Technical Rules, it
is expected that electronic scales weigh to the second place of decimals,
especially at World Championships. Too many lifters are found to weigh the
same when only the first place of decimals registers. It is more important
now that there are no re-weighs. Also, the discs used in the competition,
and should be weighed before the championships begin must read to the second
place - 100ths.
Lever Belt
It has been brought to the attention of the
Technical Committee that some referees are rejecting Lever Belts which do not
meet the criteria as laid down in the rules i.e. The "Inner" tongue which is
often more that the permitted 15 cm's. No doubt this was overlooked when the
lever belt was introduced.
The Committee will propose to Congress in November
that 25 cm's be the maximum permitted overlap for the lever belt, and also the
standard belt, as opposed to the present 15 cm's. This may eliminate the
unsightly length of tongue that is often seen and which sometimes obstructs
the referees view of the squat.
Up until then it is requested that the lever belt
" Inner " Tongue be accepted by examining referees regardless of the length.
It would be quite criminal to cut / trim.

Federation
The Technical Committe have received several
proposals from the Swedish Powerlifting Federation to be considered as
proposals to Congress (Rules) in November 2004.

Reason:
We all know the hard work that the IPF Presidency
has spent working with the IOC in attempt to put Powerlifting into the Olympic
Games. We all know that the IOC forced the Olympic Federation to change their
bodyweight categories.
Technical Committe Response:
The IPF medical committee were give the mandate to
consider a new format in regard to bodydweight categories several years ago,
which Robert Wilks undertook with passion and enthusiasm. Congress have
consistently disapproved.
There has been no mention from the IPF Executive
that the present number of weight classes is a reason to bar us from entry
into the Olympic Games.
Qualification Results for Accepted Entry to
World Championships
Reason:
The reason why we want qualification results is
that in some bodyweight categories the number of the competitors is becoming
unmanageable.
Technical Committee Response:
Presumably SLPF are referring to a minimum total
for qualification? It is not considered that the numbers are unmanageable,
and believe that any member nation has the right to send their "best" lifters
to World Championships. There is no reason why the stronger lifters cannot be
scheduled in prime time!
Five (5) Attempts in Single Bench Press
The lifter must have a good lift in one of the
first three attempts if he/she shall be allowed to continue with the 4th and
5th attempt.
Reason:
To get a more interesting competition with 5
attempts.
Technical Committee Response:
This is worth considering. although this may lead
to over exertion. The best lifts being performed on the second or third
attempt.
Election Year
This is election year for Officer's of the IPF. I
have been seriously considering standing down ( not seeking re-election ) but
have received some encouragement to continue for the further four year period
- - - - Of course, Congress may decide otherwise. By 2007my three score
years and ten will be up, and then I guess it will be time to call it a day!
